Is the boat still for sale? Is the trailer good and the bearings greased up/ serviced recently? What the issue with the water impeller, does it pump water at all or is it noisy etc? Is it a 2 stroke or four and when was it last serviced? What are all the loose wires near the gearchange and also near the back of the outboard engine?
